MINUTES GENERAL BUSINESS MEETING May 15, 2006

To accommodate individuals wishing to address the Council, the Council Chair may adjust the sequence of the agenda items. The minutes reflect the actual sequence of events rather than the original agenda order.
Ms. Virginia Hutson, Chair, called the meeting to order at approximately 9:02 a.m. Those present for all or part of the meeting, included the following:

INDIVIDUAL CONSIDERATION Tab 2 Linda St. Pierre (Endorsement)
Ms. St. Pierre was present for the discussion.
Ms. Shelby Owens moved to deny Ms. Linda St. PierreÌs application for endorsement. Ms. St. Pierre was allowed to change her application method to exam and is allowed to sit for the September 11, 2006 exam providing that she pays the $150.00 exam fee. Once the fee is paid, Ms. St. Pierre may also be granted a temporary license to practice electrology after she provides the Council staff with the name and signature of a supervising electrologist. Ms. Ginger Hutson seconded the motion, which carried 3/0.
Ms. Ginger Hutson moved to grant conditional approval until the September 11, 2006 exam. Ms. Shelby Owens seconded the motion, which carried 3/0.
Tab 3 Sanaa Soliman (Endorsement)
Ms. Soliman was present for the discussion.

Ms. Shelby Owens moved to deny Ms. Sanaa SolimanÌs application for endorsement. Ms. Soliman was allowed to change her application method to exam and is allowed to sit for the September 11, 2006 exam on the condition that she pays the $150.00 exam fee. Once the fee is paid, Ms. Soliman may also be granted a temporary license to practice electrology after she provides the Council staff with the name and signature of a supervising electrologist. Mr. James Scott seconded the motion, which carried 2/1. Ms. Ginger Hutson opposed the motion.

Ms. Andrea Joubert was present for the discussion.
Ms. Shelby Owens moved to deny Ms. Andrea JoubertÌs application for endorsement. Ms. Joubert was allowed to change her application method to exam and is allowed to sit for the September 11, 2006 exam on the condition that she pays the $150.00 exam fee. Once the fee is paid, Ms. Joubert may also be granted a temporary license to practice electrology after she provides the Council staff with the name and signature of a supervising electrologist. Mr. James Scott seconded the motion, which carried 3/0.
CONSIDERATION FOR APPROVAL OF ELECTROLYSIS TRAINING SCHOOL
Tab 4 Florida College of Natural Health
Ms. Sherry Parker was present for the discussion.
Florida College of Natural Health was placed on the February 27, 2006, agenda for review and was asked to submit the following:

Comprehensive equipment list
Ô
Information on the schools library
Ô
School catalog
Ô
Program description must fit the statutory/rule requirements
Ô
Electrolysis items need to be separated from other areas of study
Ô
Instructors need to be identified and their qualifications provided
Ô
The requirements of Chapter 478, F.S., must be followed as well as the list of equipment and materials in rule 64B8-53.002, F.A.C.
After review of the submitted documents, the Council requested verification of and additional information on the following:

Instructors who have been licensed for at least two (2) years,
Ô
Sufficient number of instructors to cover each location,
Ô
Information regarding the maximum enrolment at a location and the maximum number of students who will be in the clinical phase of the training to verify that each student will have a work station and that sufficient equipment is available,
Ô
Has a U.S. FDA registered galvanic epilator with multiple needle apparatus.
Ms. Shelby Owens moved to deny the 320 hour electrolysis training course. Mr. James Scott seconded the motion, which carried 3/0.
