MINUTES GENERAL BUSINESS MEETING October 30, 2006

To accommodate individuals wishing to address the Council, the Council Chair may adjust the sequence of the agenda items. The minutes reflect the actual sequence of events rather than the original agenda order.
Ms. Virginia Hutson, Chair, called the meeting to order at approximately 9:00 a.m. Those present for all or part of the meeting, included the following:

Tab 8 Recommendation for Council Consumer Member Ò Linda Harvey
Ms. Linda Harvey was present for the discussion.
Since Ms. HarveyÌs name was submitted by the Electrolysis Society of Florida, Ms. Barbara Edwards noted that in accordance with, section 478.44(3), F.S., there must be three additional names submitted before Ms. HarveyÌs name may be considered by the Council.
Ms. Shelby Owens moved to table the recommendation of Ms. Harvey until more candidates are added. Mr. James Scott seconded the motion, which carried 3/0.
Subsequent to the meeting, council staff sent a letter to the Electrolysis Society of Florida requesting three additional nominations.
INDIVIDUAL CONSIDERATION Tab 1 Dunbar, Katherine (Endorsement)
Ms. Dunbar was present for the discussion.

After discussion, do to prior association with Ms. Dunbar; Ms. Shelby Owens recused herself from voting. With the recusal, there was no longer a quorum.
Ms. Dunbar agreed to waive the requirement that the Council act upon her application within ninety (90) days. She will contact the Council in regards to changing her application from endorsement to exam since she has no license in South Carolina to endorse. If she changes her application method to exam she will be required to pay the $150.00 exam fee.
The application will be placed on the February 2007 meeting agenda for review.
CONSIDERATION FOR APPROVAL OF LASER TRAINING COURSE
Tab 2 AARME Aesthetic Institute
Ms. Anita Farris, representing AARME Aesthetic Institute, was present for the discussion.
Concern was raised regarding the following:

There was no appropriately trained Electrologist (EO) listed as an instructor, only a Physicians Assistant (PA).
Ô
The facility in which the training will take place is not a licensed electrology facility, however it is a medical facility.
Ms. Shelby Owens moved to table the application until Ms. Barbara Edwards can research the following issues and report at the February 2007 meeting. Mr. James Scott seconded the motion, which carried 3/0.

Authority to grant approval.
2.
Does the applicant need a facility license since they are part of a medical facility?
3.
Clarify the meaning of two years post-certification experience required in rule
64B8-52.004, F.A.C. Does this rule require the instructor to be a licensed
electrologist? Are other licensed individuals such as a Physicians Assistant
allowed to be the instructor if they have two years laser experience?
Ms. Anita Farris agreed to waive the requirement that the Council act upon the application within ninety (90) days.

Mr. James Scott moved to approve the eighteen names on the certification list. Ms. Shelby Owens seconded the motion, which carried 3/0.
RULES STATUS REPORT
Tab 4 Barbara Edwards, Assistant Attorney General
64B8-53.002, F.A.C., Curriculum Standards for Electrolysis Training Programs
Ms. Barbara Edwards informed the Council that on October 5, 2006, the Board of Medicine (BOM) rejected the proposed language.
(3) Training hours taken by an applicant for training for or licensure for or within professions that are not health professions may not be counted toward completion of the 320 hours required in the electrolysis training program.
